Requirements:

  • Bachelor’s degree in civil engineering or a related field.
  • Minimum of 3 years of experience in site engineering and management in the construction industry.
  • Excellent knowledge of construction practices, methods, and equipment.
  • Strong project management and leadership skills.
  • Excellent communication and interpersonal skills.
  • Full driving licence

The Biodiversity Officer will have responsibility for the development and implementation of biodiversity policy at local, regional and national level, particularly in relation to land use and habitat restoration. Main Duties and Responsibilities

  • Research and develop Heritage Council policy in relation to biodiversity, particularly with regard to land use and habitat restoration.
  • Work with the High Nature value farming technical group to develop and progress policies for high nature value farmland.
  • Communicate and advocate key messages and positions with a range of stakeholders using a range of communication methods and building alliances where appropriate.
  • Support the Heritage Council in implementing its strategic plan and fulfilling its responsibilities under the National Biodiversity Action Plan 2024.
  • Identify key biodiversity issues and initiate responses and submissions on issues of importance to national and regional biodiversity policy.
  • Analyse and consider new and emerging EU, national and/or regulatory legislation, policies and guidelines in a biodiversity context with a view to assessing the implications of such developments for the Heritage Council and responding to same
  • Represent the heritage Council on the national landcover and land use mapping programmes and ensure appropriate inputs from the Heritage Council and the LA Heritage Officers and Biodiversity Officers into these programmes.
  • Assist with the development of the biodiversity officer programme in local authorities and develop and roll out a Biodiversity training programme for local authority staff and contractors, in partnership with Local authority biodiversity Officers
  • Implementation of biodiversity policy through development of biodiversity conservation and restoration projects at local level, in partnership with LA Biodiversity Officers and according to priorities identifies in the NBAP and emerging Local Biodiversity Action Plans
  • Collaborate with local authority Heritage Officers on the preparation and implementation of City and County Heritage Strategies, to ensure inclusion of strong policies for natural heritage.
  • Work collaboratively with public bodies and biodiversity professionals to ensure good outcomes for biodiversity.
  • Provide advice and input on biodiversity in relation to the shaping of grant criteria, assessment of applications, the oversight of grant projects, and sign off of grant payments.
  • Work on public engagement actions regarding natural heritage in the context of the Heritage Council work
  • Assist in the management of the Biodiversity Officer budget under the direction of the Head of Climate Change.

Essential criteria.

  • Hold a third level qualification (at least level 8 on the National Framework of Qualifications) in biodiversity conservation, ecology or a related discipline.
  • Minimum of 3 years’ professional experience in biodiversity conservation and policy development, or a closely related field.
  • Strong understanding of Irish, EU and international legislation, regulations and policies impacting on biodiversity, particularly in relation to land use management and habitat restoration.
  • Experience of development and production of policy outputs (including managing external contractors) including research reports, briefings and consultation responses, with an eye for detail and scientific accuracy.
  • Strong skills in research, data collection, and analysis.
  • Excellent organisation, prioritisation, project management and IT skills.
  • Strong personal commitment to biodiversity conservation and high standards of public service.
  • Ability to communicate through the Irish language is desirable but not essential.
