Main Duties and Responsibilities

The main duties of the Head of Heritage and Climate Change role include but are not limited to:

  • Providing strategic leadership, specialist expertise and high-level co-ordination of Heritage Council’s climate change work, acting as a powerful advocate and a focal point for ensuring the delivery of internal and external strategic actions, as set out in relevant Heritage Council and national strategies.
  • Working closely with colleagues across the organisation, Government, national agencies and NGOs to devise a Heritage and Climate Change strategy outlining the Heritage Council’s response to the challenges of climate change, mitigate and adaptation as it impacts heritage. [Heritage in this context includes cultural, built and natural heritage]. Lead on the delivery of the Heritage and Climate Change strategy.
  • Building partnerships with relevant government colleagues, liaise with internal and external stakeholders to deliver, monitor, and review the actions set out in the Heritage Council’s emerging new strategic plan 2023 – 2028. This will include developing and implementing relevant projects to progress these objectives.
  • Contributing to the identification of new areas of research related to climate action and heritage and liaise with the third level sector and research agencies to support research initiatives in this arena.
  • Advocating for an increased understanding of the impacts of climate change on heritage. Promoting and supporting a greater understanding of climate change issues and how they relate to heritage in the general community including supporting relevant community initiatives, public outreach programmes and business initiatives.
  • Maintaining an awareness of new policies, legislation and directives relating to climate action and review the implications of new initiatives as they relate to the Heritage Council.
  • Coordinating and managing the Heritage Council’s role in the oversight of the work of the National Biodiversity Data Centre and acting as the liaison between the NBDC and the Heritage Council.
  • Oversee line management duties and staff supervision as required.
  • Manage financial and budgetary requirements for the position.
  • Any other responsibilities which may be assigned from time to time.

Requirements:

  • Hold a third level qualification (Level 8 in the National Framework of Qualifications) in a relevant discipline;
  • Have at least seven years satisfactory relevant experience in policy and strategy development, advocacy and delivery.
  • Demonstrable ability to think and act strategically without losing sight of the necessary facts and details that underpin good decision-making
  • Demonstrate a high level of technical competence in the climate change issues as they relates to heritage.
  • Demonstrable experience in formulating, implementing and delivering on strategies, plans, and processes including stakeholder engagement;
  • Experience of negotiating with external partners at senior level.
  • Demonstrate an understanding of the aims and objectives of the Climate Change Action Plan and other national and EU plans which relate to climate heritage.
  • Demonstrate a good knowledge of climate change adaptation and mitigation challenges relevant to the heritage sector.
  • Excellent oral and written communication skills, including at a senior level, to make a compelling case for addressing the interface between climate change and heritage.
  • Have satisfactory knowledge of public service organisations;
  • Demonstrate a successful track record in managing and motivating staff.
  • The successful candidate must hold a full, unendorsed Category B Driving licence and must have access to their own motor vehicle.

It is also desirable, but not essential, that candidates will have:

  • Fluency in written and spoken Irish would be an advantage. If relevant, candidates may be requested to carry out additional language proficiency testing to determine levels of fluency.
  • Demonstration of a high level of negotiation, influencing and communication skills

Main Duties and Responsibilities

The main duties of the Programme Manager role include but are not limited to:

  • Strengthening existing National Heritage Week stakeholder and community relationships and build new ones.

  • Overseeing the production, editing and distribution of the promotional booklet, posters, leaflets, Event Organiser Packs and other materials as required.
  • Supporting the PR programme and oversee the production of adverts for various media as needed or other branding opportunities for National Heritage Week.
  • Managing the content and development of the National Heritage Week website and social media.
  • Conducting and annual evaluation of the impact of event annual and produce an annual post event report which provides an assessment of National Heritage Week including conducting assessments of national awareness, customer and event organiser satisfaction etc.
  • Other tasks as required to develop, deliver and promote National Heritage Week
  • Work with the Heritage Council’s communications team to support the coordination of events, separate from National Heritage Week if required.
